How an issue is counted
A month’s issue counts the files as they stood at the end of its last day. The month in progress is recounted at every build, and its counted date says when. Past months are rebuilt from the dated archive of superseded files, which is append-only, so they say the same thing on every rebuild. “Filed” counts programs new since the previous issue. The three change columns count programs whose US access, first-purchase minimum, or recorded freeze powers differ from the previous issue. Revisions count superseded records, each kept with the reason in the desk’s words.
