Optimism upgrade authority transfers

ProposedConfirmed evidence

Affects: Optimism canonical bridge (protocol)

What happened

Optimism governance proposed a process on November 5, 2026, for Chain Governors to request transfer of their chains’ upgrade authority.

What changed

The Optimism Foundation would validate requests and publish notice. The Security Council would transfer authority after at least 30 days without another governance vote.

What did not change

The proposal transfers no authority and executes no transaction. Each chain would retain its current arrangements until its governor requests and completes a transfer.

Confirmed

  • A Chain Governor could nominate the recipient of upgrade authority.
  • The Foundation’s notice would identify the affected chain and material Ethereum contracts.
  • A chain completing a transfer would cease to be a Standard Rollup.
  • The proposal preserves separate agreements that constrain when a Chain Governor may request a transfer.

Still open

  • The proposal establishes no ratification outcome.
  • The evidence identifies no transfer request affecting OP Mainnet.

What it means for an advisor

  • Ketju should track ratification and any OP Mainnet transfer notice against the Optimism bridge memo’s administrator assumptions.
  • A notice affecting reviewed exposure would require examination of the recipient’s powers and safeguards before the transfer.
