Summary
Ketju does not approve the Starknet bridge: Starknet's mainnet halted twice in four months, in September 2025 and on 2026-01-05, and only about seven clean months had passed at this review, short of the twelve months Ketju requires elsewhere. We found no defect in its governance structure. Neither halt lost user funds, but both stopped block production. Of the bridges Ketju reviewed alongside it, Starknet is the closest to approval, and a new review could come soon. L2Beat rates Starknet a Stage 1 ZK rollup, the same as Base. Its control is split, much like Base's. A 2-of-6 StarkWare multisig sends normal actions through an eight-day on-chain timelock. A 9-of-12 Security Council can upgrade instantly, but only in emergencies. Base, Arbitrum and Optimism have the same pattern of no delay once an emergency route is used, and their position caps reflect it.
