What happened
Sky contributors published a concrete proposal to authorize a TechOps keeper to calculate and submit stUSDS rates, supply caps and borrowing ceilings.
What changed
The proposed operating model adds an automated off-chain calculator and on-chain meta-parameter registry. Soter Labs recommends tightening each permitted rate step from 15 to 5 percentage points during the transition.
What did not change
The proposal uses the existing governance-bounded StUsdsRateSetter. Keeper authorization, automated submissions and the proposed limit reductions are not established as executed.
