Sky proposes Morpho curation requirements and expanded Osero controls

What happened

Sky Core GovOps submitted a weekly Atlas proposal including Morpho vault requirements and planned Osero authority and rate-limit changes.

What changed

The proposal adds role, market, oracle and timelock requirements for Prime Agent Morpho allocations; noncompliant allocations would receive a 100% capital requirement. Osero's PAS Configurator would gain AccessControls and ALM RateLimits authority, alongside increases from 5 million to 50 million USDS in two limits.

What did not change

This is a proposed policy package. It does not establish executed permissions, live rate-limit increases or an immediate change to all Morpho vaults.
