Grove proposes Base vault onboarding and revised exposure and unwind limits

What happened

Grove proposed onboarding a replacement Steakhouse USDC vault on Base, removing two Diamond PAU unwind rate limits and raising separate recorded exposure limits through its operator process.

What changed

The new vault would receive a 20 million USDC deposit limit with 20 million per day replenishment, unlimited withdrawals and a 1.15 USDC-per-share bound. USDS burn and USDC-to-USDS return paths would become unlimited. Separate Artifact changes would authorize higher JTRSY, mint, swap and Uniswap limits.

What did not change

The proposed spell does not alter the old Base vault's limits or itself execute the separate cBEAM ramp. Unlimited controller withdrawals do not guarantee underlying vault liquidity.
