Osero proposes PAS admin authorization and tenfold USDS allocation limits

What happened

Stablewatch proposed Osero spell actions targeting September 24: grant the Sky PAS Configurator admin authority over Osero AccessControls and RateLimits, and increase USDS mint and SparkLend USDS deposit limits.

What changed
