Osero requests a fourfold Sky allocator debt ceiling

What happened

Osero requested higher ALLOCATOR-PRYSM-A capacity; BA Labs supported the values and Core GovOps requested inclusion in an executive vote.

What changed

The proposal raises line from 25 million to 100 million USDS and gap from 5 million to 15 million. BA Labs also recommends a 5% CRR and $100 million maximum SparkLend USDS exposure.
