## The memo

REJECTED ON OPACITY. R25 is vault infrastructure, not a fund: it separates custody, issuance, valuation, fees, and redemption into modules that third-party "curators" plug strategies into, built on ERC-4626/7540/7575 standards. Nearly all of its roughly $131M tracked TVL sits in a single product, Axil Prime Credit, a fixed 3-month USDC vault targeting emerging-market consumer credit that launched on 2026-07-15 — barely a month before this review — on Pharos, a chain that only reached mainnet in late 2024. Every structural question this registry needs answered is unresolved in public sources: no named legal entity or jurisdiction was found for R25 itself, nor for Axil, the credit manager actually running the strategy; no eligibility, KYC, or US-person policy is published; a claimed SlowMist audit and an "APEX" proof-of-reserves for the flagship vault could not be located or verified; and the holder of the vault's upgrade/admin authority is undisclosed. This is a "too sparse to assess" case, not a "researched and found acceptable" one, and this registry's class rules only ever reject on that basis.
